David Dermer is the firm’s founder, leader and managing partner. He has been a nationally-renowned leader in innovative property tax appeal concepts since founding the firm in 1997. He focuses 100% of his time representing a “who’s who” of commercial real estate companies in their property tax disputes. These companies include publicly-traded hospitality and shopping center REITs, Fortune 500 corporations, privately-owned family offices with vast real estate holdings, development companies that specialize in mixed-use urban high-rise projects and many of the big-box retailers. Over the years, David has attended numerous professional seminars regarding ad valorem taxation, both on the assessor-side and the corporate-side. He prides himself on acting as a mentor and teacher not only to the employees at Preferred Tax Services but also to his clients. When not working, David enjoys playing golf and cards with his friends, walking around Chastain with his dogs and spending summers in Santa Monica with his wife Debbie, herself a successful entrepreneur.
Adam Richmond is a principal with Preferred Tax Services in Atlanta, Georgia. His hybrid consulting and legal practice involves the representation of owners and managers of income-producing real estate in all aspects of property tax. His client roster includes many of the most sophisticated developers, funds and institutional investors in the markets he covers. He handles all aspects of administrative and legal appeals, the strategic oversight of property tax matters for national portfolios, provides guidance on acquisitions and developments, secures tax-exempt status for qualifying properties and counsels on the benefits of obtaining tax abatements through “bonds for title” financings, all in an effort to develop aggressive tax minimization strategies for clients. Adam is a regular speaker on property tax issues and is an active member of the IPT, for which he was the Chairperson of the 2019 Property Tax Symposium in Seattle and served as the local chair for the Atlanta luncheon series. He also enjoys and regularly attends the annual GAAO conference in Jekyll Island, the IAAO International conference and the COST property tax workshop.
Jay Dermer is a principal with Preferred Tax Services in Atlanta, Georgia. Jay’s primary responsibilities include conducting commercial appeals in Fulton County, handling all communications and responsibilities between the company and the tax commissioner’s office, running and guiding the sales and marketing operation and engaging and entertaining potential new clients. He grew up in Atlanta, Georgia, attended Woodward Academy and then went to college at the University of Arizona in Tucson. Jay also regularly attends the IPT Property Tax Symposium and the GAAO annual conference. In his spare time, he enjoys playing in competitive golf tournaments and working out.
Roy Swartzberg is an Atlanta native who joined Preferred Tax Services in 2007. Since earning a Real Estate degree from Georgia State University in 1979, Roy became and remains a real estate appraiser. He began focusing upon property tax consulting in 2003, and since then has helped clients collectively enjoy millions of dollars in property tax savings. There’s not a corner in Georgia that Roy is not familiar with, and he’s famous for amazing Boards of Equalization with his historic knowledge of various properties throughout Georgia. Roy enjoys working with a wide range of property types and locations, and he pledges to each and every client to never leave a stone unturned in researching, developing, and implementing strategies to help our clients.
Leah Cadray joined Preferred Tax Services in 2010 and has served as the Residential Property Tax Manager since 2012. She earned her undergraduate degree from Agnes Scott College and her Master of Science Degree from Georgia State University. Leah specializes in residential property tax appeals (both single family and multi-dwelling condo units).
Terri Lynne Rosenblatt entered the property tax industry in 2007, and she joined the Preferred Tax Services team in 2014. She serves as the Commercial Tax Appeal Coordinator for the firm, organizing assessment appeal efforts outside of the state of Georgia, mainly in the Southeast, in Texas, and in California. Terri Lynne is a graduate of the University of Georgia.
Kate Daniel joined Preferred Tax Services in 2020 and serves as a Property Tax Associate. She focuses her attention on real property with an emphasis on shopping centers, industrial warehouses, big-box properties and hotels. Kate handles multiple issues for her clients including data assemblage, research, negotiation and arguing for fair and equitable tax values. Kate’s main goal is to provide the highest level of service to her clients in every capacity. Kate is an Atlanta native, growing up in Marietta. Kate now resides in Atlanta, Ga after getting her bachelor’s degree in Marketing from the University of Alabama. Outside of work, Kate has many interests including tennis, travel and dining around the city.
Sara is an experienced advocate for commercial and residential clients on valuation and legal issues. She has experience negotiating real property valuation with county tax assessors and representing taxpayers before boards of equalization, hearing officers, in arbitration, and in superior court. She also advises clients on options to simplify their property taxes, including filing parcel consolidations and preferential assessments, including CUVA and FLPA. Sara stays apprised of legislative developments in Georgia and has testified before state Senate and House committees and subcommittees on proposed property tax legislation. Sara is the Georgia member of the National Association of Property Tax Attorneys (NAPTA).
